The plebeian tribunate is one of the most important institutions of the Roman Republic, more often today, by virtue of the substitution of concepts that arose in German historiography of the 19th century. The prototype of the Roman Institute of Plabean Tribunes, designed to protect Roman citizens from the arbitrariness of Patrician authorities, is today the European Institute of Ombudsmen, called the Latin America in the countries of the people, and in Russian practice - authorized human rights.
The Tribunat Institute occupied an important place in state theory from the Renaissance (N. Machiavelli), but especially from the Enlightenment (Sh. Montesquieu, J.-J. Rousseau) The ideas that were then expressed influenced the subsequent scientific historiography of the 19th century. There was a school of anti -people and novelists of Germany at that time. It was the German anti -people and lawyers of the 19th century that raised a number of problems related to the history and legal position of the tribunate, developed a number of concepts related to its origin, legal position, role and place in the Roman Republican Constitution, which influenced the entire subsequent historiography of the 20th century.
The book proposed to the reader includes translations of a number of previously not transferred works by German anti-people, philologists-classics and lawyers, starting with B.G. Nibura and ending Ed. Meyer dedicated to the Tribunat Institute, which will make it possible not only to get to know the institute itself, but also with the concepts stated in them.
