Count Sergey Yulievich Witte (1849–1915) - one of the most outstanding statesmen of the Russian Empire at the end of the XIX - early XX century. He made a brilliant bureaucratic career and held posts of the Minister of Railways (1892) and the Minister of Finance (1892–1893), Chairman of the Committee of Ministers (1903–1906) and the Council of Ministers (1905–1906) S.Yu. Witte was the first head of the United Government in the history of Russia-Prime Minister. Under the leadership of S.Yu. Witte carried out such significant economic reforms as the introduction of a wine monopoly, the establishment of a gold circulation, due to which the ruble has become one of the most stable and authoritative currencies in the civilized world. S.Yu. Witte, as the Minister of Finance, in every possible way contributed to the construction of the Great Siberian Railway (Trans -Siberian Railway), which connected Central Russia with Siberia and the Far East. These and other economic reforms contributed to the unprecedented growth of Russia"s industry.
In 1904-1906. S.Yu. Witte led the implementation of political reforms that had the goal of transforming the state system of the Russian Empire into a constitutional monarchy, and the main of these reforms was the creation of a bicameral parliament in the form of the State Council and the State Duma.
The publication offers Memoirs S.Yu. Witte, who made him almost no more famous than his state activity. This is explained by the fact that the column memoirs are not just a kind of impassive narrative, but a real intellectual weapon
