Pavel Nikolaevich Milyukov (1859-1943)-a famous scientist-historian and publicist, a major politician, a brilliant speaker, one of the creators of the Party of Constitutional Democrats and the chairman of its Central Committee, the leader of the opposition in the State Duma, the Minister of Foreign Affairs of the Provisional Government, one of the ideological leaders of the Russian emigration. “If politics were a chess game, and people were wooden figures, he would be a brilliant politician,” wrote his eternal opponent P.B. Struve about Milyukov.
