The book talks about the formation and development of the Institute of Military Commissars in the Red Army. On the basis of documents, works of domestic scientists, socio-political and memoir literature, periodical materials, historical facts are analyzed through the prism of the general stages of the construction of the Soviet armed forces in the study period.
