Autonomous institutions: current issues of activity

In November 2006, the Federal Law On Autonomous Institutions was adopted and later at the federal level formed the necessary regulatory framework for the transfer of state and municipal institutions to autonomous institutions. Translation into autonomous institutions, as expected, will significantly improve the efficiency of state and municipal institutions by increasing independence in management and disposal by means, as well as create institutional conditions to increase the incomes of institutions from income-generating activities.
The author analyzes the conditions of state and municipal institutions in the "autonomous status", features of the legal status, financing, competence of the management bodies and conditions of taxation of autonomous institutions, as well as the experience of municipalities and constituent entities of the Russian Federation to create and ensure autonomous institutions. The book also describes the methodology and practical tools developed at the Institute of Economics of the city, allowing to evaluate the feasibility of transferring state and municipal institutions to autonomous, to calculate the cost of state and municipal tasks for autonomous institutions, to form reporting on their activities.
The material presented in the book is designed to ensure the methodological assistance to the municipalities of the Russian Federation in the formation of the necessary regulatory framework for the transfer of budgetary institutions to autonomous and ensuring their operation.
The publication is addressed to employees of state authorities and local self-government, as well as state and municipal institutions, specialists in the field of public finance, teachers, students and graduate students of financial and economic universities, as well as anyone interested in these issues
