The training manual presents the theoretical foundations of the methodology of analysis of costs and benefits used in foreign practice in the development of financial models of socially significant investment projects, as well as methodological approaches used by federal and regional executive bodies of the Russian Federation to evaluate investment projects applying for state support. Methods are revealed to model redistributive, external and indirect effects of socially significant investment projects. Specific examples of financial models are given to assess public (economic) efficiency of investment projects
