The report evaluates the current state of cooperation between Russia and France in the field of higher education, the prospects for its expansion are considered, the main factors affecting the development of the global market for higher education services are demonstrated, and the main models of network interaction of educational organizations are demonstrated. The main factors affecting the effectiveness of the implementation of the network interaction of educational organizations, including managerial decisions and the legislative framework governing their functioning, are also presented. As part of the work, the best practices for the implementation of network cooperation in the world, in particular in the EU, have developed measures and mechanisms that contribute to the expansion of the network interaction of educational organizations in Russia and an increase in the number of joint educational programs. The development trends of the new university in France were identified, and the reforms of higher education and the development strategy of higher education in France were studied. The reforms of higher education in the Russian Federation, as well as the reform of university science are analyzed. Specific recommendations of institutional and economic nature have been developed for Russian universities interested in developing cooperation with French universities.
