A collective monograph is the result of a collective research interregional project, supported by Grant RGNF/RFFI. The essence of the project is well reflected in the name of this book. It arose within the framework of efforts to develop the interaction of regional branches of the Russian Association of Political Sciences - four of it live and work in four constituent entities of the Russian Federation: R.V. Evstafyev (project manager) - in the Vladimir region, I.I. Bryantsev - in the Saratov region, N.N. Kozlova - in the Tver region and A.Yu. Sungurov-in St. Petersburg.
We hope that our book will be useful to everyone interested in the best understanding of the processes of the interaction of civil activists, the expert community and the authorities, as well as everyone who wants to promote democratic practices in our country with their actions and tips for the interaction and their separation from imitating Practice
