Improving the assessment of the effectiveness of the activities of institutions subordinate to the Government

The monograph was prepared according to the results of studies performed at the expense of budgetary funds on the state assignment of the finances of 2013. In monographs, foreign experience and domestic practice of evaluating the effectiveness of educational and scientific institutions are investigated. The classification of the concepts of “potential” and “activity” of educational and scientific institutions is given, on the basis of which the matrix of objects is proposed for the formation of a system of analytical indicators of the University of Research (Scientific and Educational Center) Based on the proposed matrix, a structure, composition and database of standard analytical indicators were developed to evaluate the activities of institutions subordinate to the Government of the Russian Federation. The algorithm has been proposed to assess the effectiveness of the activities of educational and scientific institutions subordinate to the Government of the Russian Federation. Methodological recommendations for organizing monitoring the results of self -assessment of these institutions are given. This monographic publication is intended for the heads and employees of the apparatus of the Government of the Russian Federation, ministries in the jurisdiction of which are educational and scientific institutions.
