The monograph discusses the relevant theoretical and applied aspects of the institutional-regulatory support of the sociocultural modernization of the regions, including the specification of higher education as a resource and the conditions of modernization, periodization and content of the practice of reforming higher education management, the evolution of the function of forecasting in the state administration of higher school. The resource support of the policy of sociocultural modernization by the regions by the group of population with higher education through the explication of the “assembly "problem” of future intelligentsia as the potential of sociocultural modernization, the role of the institution of higher education in solving the problems of modernization. An empirical study of support was conducted by the highly qualified population of the regional policy of modernization in four regions: the Moscow region, the Republic of Bashkortostan, the Belgorod Region and the Republic of Kalmykia. Proposals have been developed to process the array of these respondents with higher education, sociocultural portraits and information cards of the regions are supplemented.
