On March 14, 1897 he was appointed commander of the 1st Poltava Cossack regiment of the Kuban Cossack army. Since February 16, 1901 he was a commander of the 2nd brigade of the 2nd Caucasian Cossack Division. In 1903 he was made to Major General with approval. He was temporary governor General of the Elisavetpol province (July 5-September 5, 1904, November 24, 1905-January 16, 1906, April 16, 1908-July 4, 1909) On June 22, 1910, he was appointed head of the 2nd Caucasian Cossack Division, and on September 16, 1912-the head of the Terek region and the penalty ataman of the Terek Cossack army.
