Analysis of the impact of local government reform and inter-budgetary relations reform on financial condition

In the Russian Federation, in recent years, reforms were held to develop budget federalism, local self-government and improving the quality of public finance management. At the local level there were municipalities of a new type - municipal districts, urban districts and settlements. The range of issues related to the competence of the municipalities of each of them was determined, on the municipal budgets, their own revenue sources were fixed on an ongoing basis.
Experts Institute of the Institute of the city"s economy conducted a study of the influence of municipal reform and the reform of intergovernmental relations to the degree of financial autonomy, balance of budgets and the value of the income base of local governments in 2003-2007. The central theme of the study was the analysis of changes as a result of the reforms of the level of fiscal autonomy of municipalities, understood as their ability to independently determine the volume of expendable and income powers of local budgets.
Analytical report prepared according to the results of the study is addressed to employees of local governments, municipal institutions and organizations, a wide range of specialists in the field of public finance, teachers, students and graduate students of financial and economic universities, as well as all who are interested in this issue
