The textbook presents and systematizes modern scientific and practical knowledge about administrative-offense law as an independent sub-branch of administrative law in the Russian Federation. In methodological unity, the following are considered: the genesis and development of the institute of minor (administrative) offenses in pre-revolutionary and Soviet law, the concept of administrative liability, the subject and method of the sub-branch of administrative-offense law, the peculiarities of administrative-offense norms and relations, the system and institutions of this sub-branch, the current legislative framework regulating the legal and procedural mechanism of administrative liability in the Russian Federation and its subjects. Each chapter of the textbook is supplemented with a list of control questions and a recommended literature list.
