The aim of this report is to analyze the most radical scenarios of nuclear non-proliferation developments that could lead to the emergence of new nuclear states on the world political map. The states and territories considered to be ready to play a role in this escalation include Japan, South Korea, Taiwan, Ukraine, Turkey, Egypt, Saudi Arabia, Iran, and Brazil. In our view, these states and territories may be interested in maintaining uncertainty regarding their nuclear ambitions - either as a last resort or as a bargaining chip.

The report was prepared as part of the Global Security, Strategic Stability, and Arms Control project (implemented jointly with MGIMO of the Russian Ministry of Foreign Affairs within the Strategic Academic Leadership Program Priority-2030).
